Pursuant to the California Public Records Act, I hereby request from Los Angeles Police Department any records, datasets, or materials that contain the following:

For July 2020:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only

For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2020, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call

For July 2019:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only

For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2019, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call

The requested documents will be made available to the general public. These records are being requested as part of a collaborative research effort and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Your request was made under the California Public Records Act (the Act). The Department is cognizant of its responsibilities under the Act. It recognizes the statutory scheme was enacted to maximize citizen access to the workings of government. The Act does not mandate disclosure of all documents within the government’s possession. Rather, by specific exemption and reference to other statutes, the Act recognizes that there are boundaries where the public’s right to access must be balanced against such weighty considerations as the right of privacy, a right of constitutional dimension under California Constitution, Article 1, Section 1. The law also exempts from disclosure records that are privileged or confidential or otherwise exempt under either express provisions of the Act or pursuant to applicable federal or state law, per California Government Code Sections 6254(b); 6254(c); 6254(f); 6254(k); and 6255.

 

With regards to your request for average response times for all calls and domestic violence calls only, for July 2019 and July 2020, a search was conducted, and the responsive documents have been provided to you.

 

With regards to your request for all domestic violence/domestic disturbance calls for service for July 2019 and July 2020, a search was conducted, and the responsive documents have been provided to you. Please be advised that the following fields are what has been provided to you:  incident number, call priority, creation date and time, dispatch date and time, arrival date and time, disposition of code and description, and call type and description.

 

A three-page handout is also attached which will assist you in interpreting the Calls for Service.  Calls for Service data does not contain information regarding the person who called the police, the name of the person who was the subject of the call, or the telephone number from which the call was made. Additionally, the Department did not provide race and ethnicity of victim, race and ethnicity of perpetrators, or the outcome or resolution of a call for service. Furthermore, the printout provided to you does not include certified copies of any crime or arrest reports related to a patrol response.  Release of these reports, or any information contained therein, is subject to the provisions of the California Government Code, Section 6254, otherwise known as the California Public Records Act.
