I have reviewed the production of Code Enforcement, and note that Investigator Tony Robles represented in writing that he issued the owner, AIDS Healthcare Foundation, a notice and order to comply in 2022 for problems at 501 S. Los Angeles Street. This was not produced. Also not produced were the photos of this property which Mr. Robles took during his walk through in 2022. Furthermore, no responsive documents were produced in response to any of the following:
4. All emails or text messages, including on his personal cellphone, of HCID employee Tony Robles with any of the following individuals:
a. Mark Dyer
b. Michael Weinstein
c. Dominique Eastman
d. Michael Euring
e. R.C. Miles
f. Juan Larios
g. Any individual with a email domain of:
i. @ahf.org
ii. @aidshealth.org
5. All emails or text messages, including on his personal cellphone, of HCID employee Robert Galardi with any of the following individuals:
a. Mark Dyer
b. Michael Weinstein
c. Dominique Eastman
d. Michael Euring
e. R.C. Miles
f. Juan Larios
g. Any individual with a email domain of:
i. @ahf.org
ii. @aidshealth.org

Please produce these missing documents as we know they exist.

Good morning,

Our apologies, the inspectors did provide their emails and text messages
(Robles confirmed that he did not have text messages), but it appeared our
staff did not upload, so they were not provided to you on the initial url
link. We are sorry for this, please see attached. We will follow up with
Code program staff regarding : *a notice and order to comply in 2022 for
problems at 501 S. Los Angeles Street. This was not produced. Also not
produced were the photos of this property which Mr. Robles took during his
walk through in 2022.*

I appreciate this new production. In addition to the production of the requested NTCs, the attachments to these produced docs need to be produced as well. There appear to be photos and applications.

Thank you for your anticipated professionalism and cooperation.

On page 7 of Tony Robles' February 3, 2022 email, he cuts and pastes a very long line of problems at the Baltimore Hotel, case no 800728 at 501 S. Los Angeles St. This includes missing deadbolts on about 100 residential doors. However, there is no Notice and Order to Comply produced by the City. Is the City asserting that the owner, AIDS Healthcare Foundation, was not issued a Notice and Order to Comply for not having deadbolts on 100 doors, and all these other problems? If AHF was issued a Notice and Order, please produce it. Please produce any follow up inspections to ensure compliance. (There has yet to be compliance.)

From: Los Angeles Housing And Community Investment Department

We will forward your inquiry to program staff to review and advise.

Per Code inspector: *Here is a copy of the order, case 800728. This order
was issued and violations were corrected and the case was closed on
12/7/22. The deadbolts violations were removed prior to the order being
issued after review with Inspector Robles and Principal Heiberg.*

You're telling me that Inspector Robles and Principal Heiberg went to the Baltimore Hotel and saw that there were deadbolts on all the doors? Do they have eye or ethics problems? Because there are dozens and dozens of doors without deadbolts as of yesterday at the Baltimore.

So again, this production is incomplete. Now you are stating there was a follow up inspection, photos, notes, etc. which allegedly support how Inspector Robles and Principal Heiberg somehow were "duped" ala Harry Potter spells to believe there are deadbolts on all the doors.

From: Los Angeles Housing And Community Investment Department

Unfortunately, our unit only processes record requests, we are not able to
address those questions and concerns regarding the inspectors. It would be
best to direct them to Code Enforcement. You can reach Code Enforcement at
213-252-2800.
