Pursuant to the California Public Records Act, I hereby request the following records:

Hello,

I am requesting incident reports from the following traffic collisions involving LAPD officers. The officer's names and incident reports must include by law:
"information that must be made available to the general public includes: the time, substance, and location of the complaints or request for assistance; the time and nature of law enforcement’s response; the time, date, and location of occurrence; the time and date of the report; factual circumstances surrounding the crime or incident; a general description of injuries, property and/or weapons involved; and the name and/or age of the victim (unless their identity must remain confidential under state law).

- Dashcams, body cams, and any audio/video collected by your department related to these incidents must be included.

The law: "Disclosure may be delayed for up to one year during an active criminal or administrative investigation, but only if the disclosure would substantially interfere with that investigation.

Agencies must be able to produce audio or visual recordings while maintaining a reasonable expectation of privacy for those being depicted in the recording. Agencies are expected to use redaction technology that blurs or distorts images or audio. If an agency cannot adequately protect a subject’s privacy with the use of such redaction technology, then it may withhold the entire recording. However, a copy must be made available to any person (or designated representative) whose privacy interest is protected by the public nondisclosure."

The Los Angeles City Attorney's Office has received and continues to search
for records responsive to your request as outlined in your email dated
December 9, 2024.

Please be advised that this office finds that "unusual circumstances" exist
with respect to the request, as that term is defined in California
Government Code section 7922.535. Unusual circumstances exist because of
the need to search for, collect, and appropriately examine a voluminous
amount of separate and distinct records in order to respond to the
request. We will make a determination concerning your request on or before
December 30, 2024.

Hello Mr. Scott,

Find below incident reports responsive to your request sent to our office
on December 9. Certain personal identifying information of witnesses and
victims were redacted to protect privacy pursuant to Government Code
section 7922.000. Staff was unable to locate any audio/video associated
with the reports, but it is likely these records would be possessed by LAPD
and CHP to whom you can submit a request.
