Pursuant to the California Public Records Act (California Government Code §§ 6250), I hereby request the following records:
A copy of a police report concerning a domestic violence incident that occurred on or around December 28, 1989 between a man named Sean Justin Penn (a.k.a “Sean Penn”) and a woman named Madonna Louise Ciccone (a.k.a. “Madonna”). The incident associated with the police report has been widely reported in news media:
The report was originally generated by the Malibu, California sheriff’s department, which merged with the Los Angeles County Sheriff’s Department in 1991. As such, the Los Angeles County Sheriff’s Department should have custody of the requested records. If they do not, please let me know as soon as possible the proper agency to direct this request to.
I also request, if it available, for expedited processing of this request, given Sean Penn’s recent public statement that he has never been arrested for charges related to domestic violence:

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello,
I would like to amend my September 22, 2015 request for a police report regarding an incident between a man names Sean Justin Penn and Madonna Louise Ciccone. I believe it occurred December 28, 1988—not December, 28 1989. However, accounts vary, so please check for both years.
