In response to your record request regarding all Louisiana peace officers, please note the following:

1) POST ID numbers are generated by the POST database as a basis to link relational databases in POST. Only our third party vendor, who manages the system has access to those numbers. Consequently, we hold that those numbers are proprietary and part of our unique database and are not considered public records under the provision of Louisiana Revised Statute R.S. 44.3.2.

2) Other information that you requested in our database is not considered a public record under the provisions of R.S. 15.1212.l which says in part that information stored in the POST database other than training and certification records shall not be disclosed to any persons other than a qualifying law enforcement agency. Your organization is not a qualifying law enforcement agency.

3) 3) The POST database does not capture the rank of the peace officer nor the race/ethnicity. Today, there are over 70,000 records on current and former Louisiana peace officers.
At a cost of .25/page (paper), the cost to provide copies of those documents is $17,500 dollars. Our office policy is not to waive costs for the duplication of documents.
4) However, we note the decision of the following Louisiana court action in a case involving over burdensome requests):

In re Public Records Request of Beckett v. Serpas, 2012-1349 (La. App. 4 Cir. 3/20/13), 112 So. 3d 348, 353.ed that the examination of records or requests for duties. See also La.

We claim that this request for the peace officer database is so burdensome that it will interfere with the operation of the office, and, therefore, decline this request.
