I am reaching out in reference to a prior request for public records in the custody of your organization. I work with Erin Stewart at the Center for Public Interest Advocacy & Collaboration, an educational, research and advocacy organization at Northeastern University School of Law.

On June 3, 2022, James Flynn (Captain of Administration, Lynn Police Department) fulfilled Erin’s request for school-based arrest data, including referrals to law enforcement. The records we received are attached for reference. We request clarification of the definition of “referral” used by your department, including the process for a referral and how it differs from an arrest.

Hi Norrie,

The school referral spreadsheet lists all incidents that were entered into our CAD system by using a school address. They did not necessarily occur in a school and may have occurred outside of a school. The spreadsheet details where a report was submitted by an officer and there was no OFFENDER listed. The age listed was extracted from the database on the incident date. The CAD Incident type was added to give a sense of the activity involved. The officer listed is not necessarily an arresting officer but was apparently involved in the incident.
