Pursuant to the Nevada Public Records Act, I hereby request the following records:
- All communications between the Lyon County Sheriff’s office and U.S. Immigration and Customs Enforcement from January 1, 2025 to March 10, 2025.
- All communications between the Lyon County Sheriff’s office and Tom Homan from January 1, 2025 to March 10, 2025.
- Any records regarding the Delegation of Immigration Authority Section 287(g) Immigration and Nationality Act
- A copy of the agreement for Lyon Douglas County Sheriff's office to join ICE’s Section 287 (g) program
-all policies related to interacting with non us citizens
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Dave,
I am responding to the Public Records Request dated March 18, 2025.
The fee for a copy of the policy regarding interactions with immigrants is
$10.00. If you are interested in receiving the report, submit payment with
a credit card by going to the AllPaid web site https://allpaid.com/
Please enter the code 4179 in the Payment Destination and specify in the
notes that it is for a Public Records Request and the date of your request.
When you receive the payment receipt, please forward a copy to
SORecords@lyon-county.org and we will process your request.
As for communications with either U.S. Immigration and Customs Enforcement
or Tom Homan from January 2, 2025 to March 10, 2025, we have had no
communications.
We have no records regarding the Delegation of Immigration Authority
Section 287(g) Immigration and Nationality Act, nor is there an agreement
to join ICE's Section 287(g) program.
During the requested time period, we received four (4) ICS detainers,
however those are federal documents containing personal information and
would require a release by the Department of Homeland Security. Please
contact them for this information.

Thank you for the response. Could you break down what the fee is for?

citizens." The fee is for a copy of the policy.

As you know, the Nevada Public Records Act states that "a fee must not exceed the actual cost to the governmental entity to provide the copy of the public record." NPRA also states that, " A governmental entity shall prepare and maintain a list of the fees that it charges" and this includes disclosing "fee that the governmental entity charges to provide a copy of a public record." In addition, if the record exists electronically, then NPRA also states I may receive an electronic copy of the record.
I hope you can appreciate that it is difficult for me to understand how it would cost $10 to email me a PDF of an agreement. However, in the unlikely case that your agency only maintains records in paper format and therefore a paper copy is appropriate, one would expect a reasonable charge of $0.05 per page (as is standard among state agencies). If we account for $3 for postage, and double the fee to $.10 a page, that would indicate your policy is 70 pages long, which seems extraordinary.
Accordingly, please provide an accounting of what the fee is for so I may assess whether this fee does not exceed the cost to you.

I would just note that the system you have sent me to does require a fee, which may not be an acceptable charge under NPRA.

process a credit card payment.
If you would rather, you can mail a check to us and we will provide the
policy when the check clears. Would you prefer that?
