Public Records Request: P004151-101524
RE: PUBLIC RECORDS REQUEST of October 15, 2024 Reference # P004151-101524 Dear Emma, I am writing regarding your public records request of October 15, 2024, in which you requested the following: To Whom It May Concern:Pursuant to the Wisconsin Open Records Act, I hereby request the following records:I am looking for the following records :(To clarify I am not looking for any records that are contained in the discovery files or discs that are already available.)I am looking for records pertaining to and for criminal case 2014CF000860 and the folllowing individuals :Kristopher Paul Torgerson 10/27/1979Stephanie Ann Low 09/29/1988The time scale for this is from September 2010 to March 2017.I am looking for the following any electronic files such as emails involving the two names. Or if not please let me know if the cost goes above $50 to send via I can see with a Google search this request is related to the 2010 homicide of Stephanie Low in Marathon County, Wisconsin.I have no reason to believe University of Wisconsin Madison in Dane County Wisconsin has any records related to this homicide within our university records. You may want to try the State Historical Society Archive, but I believe it would be unlikely any records would be in that location given the time frame of the homicide trial (2017).
As the request stands, we have no responsive records. If you believe there are records within the University of Wisconsin Madison, your request does not adequately provide information for location of records without further clarification. Without further clarification from you regarding what records you believe UW-Madison holds in regard to this homicide case, this request will be closed as abandoned on 10.21.24.

Public Records Request: P004151-101524
RE: PUBLIC RECORDS REQUEST of October 15, 2024 Reference # P004151-101524 Dear Emma Emma,
I am writing in response to your public records request of October 15, 2024, in which you requested the following: To Whom It May Concern:Pursuant to the Wisconsin Open Records Act, I hereby request the following records:I am looking for the following records :(To clarify I am not looking for any records that are contained in the discovery files or discs that are already available.)I am looking for records pertaining to and for criminal case 2014CF000860 and the folllowing individuals :Kristopher Paul Torgerson 10/27/1979Stephanie Ann Low 09/29/1988The time scale for this is from September 2010 to March 2017.I am looking for the following any electronic files such as emails involving the two names. Or if not please let me know if the cost goes above $50 to send via The university denies your request as insufficient under the public records law because it does not clearly identify or reasonably describe the records you are requesting as there is not place described to begin to look for records. UW-Madison is not a law enforcement agency and does not have criminal case files as a regular record. To be sufficient, a request must have “a reasonable limitation as to subject matter or length of time” and must reasonably describe the records you are requesting. Wis. Stat. §19.35(1)(h). This is to avoid imposition of undue burdens on the university that would impair the functioning of the offices necessary to process the request. You have not identified who or where on campus may have the records you seek. The university cannot perform a search without knowing whose records to search. Requesting “records pertaining to” for a 7-year time frame with no indication of who may be the individual that would be the person or department that may hold such records, is not a sufficient request, and we are unable to conduct a search. To to conduct a search without a starting point is an unworkable burden on the university. I do not have a list of records to share with you so that you may select those which you would like to request. I have no individual that I may request any sort of records from. The university has over 25,000 employees currently. I am certain current employees were not the employees the university had in 2010, 2011, 2012, 2013, 2014, 2015, 2016 and 2017. As written, your request is insufficient to locate records. As stated in my message of 10.16.24 without further clarification, I cannot conduct a location of records. That needed clarification has not been provided. Your request is denied as insufficient for location of records and abandoned. You may make a new request at any time.
The university has responded to your request and it is now closed. Sincerely, Julie Laundrie Public Records Custodian Office of Compliance University of Wisconsin-Madison
