To Whom It May Concern:

Pursuant to the Maryland Public Information Act, I hereby request the following records:

Totals by aggregated offense categories for all individuals who were permanently denied parole by the Maryland Parole Commission during 2023 and 2024. No individual identifying information is required, only the total number of denials for each offense type.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Good afternoon,

We received the following note from the Parole Commission on your request
as it was written::

*"There are no individuals that are permanently denied parole. Depending on
the sentence (10 years and above=2 years the individual can request a
reconsideration for another parole hearing; less than 10 years= 1 year the
individual can request a reconsideration for another parole hearing)."*

Hi Keith,

Of course -- let me know if this explanation is more clear.

Essentially I'm trying to figure out what specific offenses each of these offense category labels are associated with (where they occur in state law). For example, it's not immediately clear to me what level or type of offense "DRUGS - ASSOCIATED" or "PUBLIC ORDER - TRAFFIC" are linked to. I was told by someone far more familiar with Maryland government than me to ask for JIS numbers for each of these offense categories, but it's possible they confused a terminology or that it's not universal throughout the courts / DPSCS.

Does that make more sense? If not, please let me know if you have time for a quick phone call.

Hey Jacob,

Thanks for the call the other day. As we discussed, you were curious to see
if we tracked the amount of rehearings we gave incarcerated individuals
after they were originally denied parole and they submitted for
reconsideration. That is something we do not track so I cannot provide you
that figure.
