Pursuant to the Maryland Public Information Act, I hereby request the following records:
The total number of parole reviews conducted by the Maryland Parole Commission, including the total number of parole grants (approvals, releases, etc.) and the total number of parole denials (rejections, deferred, etc.). Please provide this data for 2023 (January 1 - December 31) and 2024 (January 1 - September 30).
Note: Please do not include individual case summaries, only aggregate totals.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Thanks so much for responding with this document so quickly. And thank you, Keith, for helping me understand the process better via phone call.
If I can add to my request, could you please send total rehearings and administrative reviews (in addition to releases and denials) for 2023 and 2024? Based on our conversation, I think those four categories will add up to total hearings (assuming I understood correctly).

Hi Keith,
Following up from our discussion before the holidays.
So far, you've provided the following data points:
2024 - 5,931 hearings, 639 released, 870 rehearings, 415 administrative reviews, 365 denied
2023 - 5,803 hearings, 645 released, 958 rehearings, 119 administrative reviews, 617 denied
I was expecting the formula to be (hearings = releases + rehearings + administrative reviews + denials), but they currently do not add up. Can you please make sure I'm not missing a variable?

Some hearings did not have an outcome according to our data collection (the
'blank' field). When an incarcerated individual waives their hearings or a
hearing is scheduled at an institution, and the II is transferred before
the hearing, those are all listed under "Blank".

Hi Keith,
Per our phone call this evening, I wanted to follow-up on this request as well. Since DPSCS is stating the parole hearing application refusal numbers were actually parole denials (after a hearing), I want to understand why those numbers don't match this request's numbers for refusals.

2023: 1,126
Parole Release Rates request:
2023: 1,226
Please also double check the 2024 number -- these two are different because of the different timelines requested (through September 2024 vs. all of 2024). The refusal number provided for all of 2024 was 1,159.
