Pursuant to the Maryland Public Information Act, I hereby request the following records:

1) All contracts and statements of work, including appendixes and exhibits, between the department and Amazon/Amazon Web Services regarding the MD THINK platform (https://aws.amazon.com/solutions/case-studies/maryland-dhs/).

2) All data sharing and data privacy agreements, including appendixes and exhibits, between the department and Amazon/Amazon Web Services regarding the MD THINK platform (https://aws.amazon.com/solutions/case-studies/maryland-dhs/).

3) The data dictionary (sometimes known as a data library) for the data warehoused as part of the MD THINK platform.

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of it, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

We write to inform you that it will take the Department more than 10 working days to produce the records you seek. The Department expects to fulfill your request by December 16, 2021.
Code of Maryland Regulations 07.01.02.10(B) allows DHS to charge reasonable fees for the
search and preparation of records for inspection and copying. The Department will also review the collected materials to determine whether they are, in whole or in part, exempt from disclosure under the Act. If any records are to be withheld, the response will explain the reason for that. As to the cost, the Department expects that our response will generate a fee of (dollar amount), depending on the time and hourly rates of the individual staff and attorneys who must conduct the review (Maryland Public Information Act Manual (14th ed., October 2015) Appendix B-2), and with the first two hours provided free of charge.

Hello,

Thank you very much for your help with this request, and my apologies for the delay in responding. I have several clarifying questions about the responsive documents:

1) I don't see any documents responsive to the first item of my request—namely the contracts, statements of work, and data privacy agreements. Could you please provide those responsive documents?

2) Could you please provide descriptions/titles/explanations of the spreadsheets you have already provided. These documents are unlabeled and therefore difficult to understand.
