To Whom It May Concern:
Pursuant to the Tennessee Public Records Act, I hereby request the following records:
To Whom It May Concern,
I request the NCAA Membership Financial Reporting System revenue and expense reports for fiscal (or reporting) years 2015, 2016, 2017, 2018, 2021, 2022, 2023 & 2024. Specifically:
These reports are completed by the athletic department for the National Collegiate Athletic Association for the fiscal years listed above. This report is a multi-page document that had to be submitted to the NCAA in January. It contains 40+ revenue and expense categories, followed by specific breakdowns of each of those categories, by sport and gender. I am requesting the full report, including the detail tables, the “Other Reporting Items” list and the “Statement of Revenues and Expenses” that appears at the end of the report. PLEASE NOTE: The NCAA report is different than the equity report that is sent to the U.S. Department of Education for Title IX compliance.
I prefer to receive the records electronically as an Adobe Acrobat (.pdf) file.
If you choose to deny this request, please provide a written explanation for the denial including a reference to the specific statutory exemption(s) on which you rely. Also, please provide all segregable portions of otherwise exempt material.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.
Sincerely,
Kent Hoover, a citizen of Tennessee, in coordination with Stacey Brook.

Dear Ms. Brook,
Thank you for your public records request submitted on March 2nd via the proxy platform MuckRock. We have reviewed your request and noted the lack of accompanying identification documentation.
Under Tennessee law, public records requests must be made by a resident of Tennessee, or the requester must provide adequate verification of residency. Upon review, we have determined that there was no provided state ID and therefore does meet the necessary criteria for verification of residency.
It appears that the individual whose name was provided may not be aware of or involved in making this request. To proceed with any request for access to public records, it is required that the requester or their authorized representative submit the request knowingly and willingly.
Therefore, we are unable to fulfill your request at this time. If you believe this decision has been made in error, or if you have additional information that can substantiate the request, please provide that for further consideration.
Thank you for your understanding.
