Pursuant to Tennessee's Public Records Act, I hereby request the following records:

- Does the Memphis International Airport Police Department own, or have access to, any IMSI-catchers, sometimes also known as Stingrays?

- If the Memphis International Airport Police Department does have access to these devices, how many does it currently have access to?

- Records regarding the acquisition, maintenance, upgrade and subscription costs of such devices, including invoices, purchases orders, contracts, loan agreements, procurement documents (but not limited to solicitation documents or notices of proposed contracts, proposed bids, unsolicited proposals, and/or documents justifying contracting without full and open competition), correspondence with companies providing the devices, and similar documents, from January 1st 2010 to the date of this request.

- If the Memphis International Airport Police Department does have access to these devices, please confirm the brand, make and model of the devices that are currently available for use.

- If the Memphis International Airport Police Department does have access to these devices, please confirm how many times they have been deployed from January 1st 2010 to the date of this request.

- If the Memphis International Airport Police Department does have access to these devices, please elaborate on what types of operations they have been used to support (i.e., serious crime, human trafficking, etc)

- All current policies maintained by the department regarding the use of such devices, even if no devices are currently available for use.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Mr. Purvis, We will not respond to the request from "muckrock" as that does not appear to be a Tennessee citizen. Since you personally have made previous requests on other matters and have supplied your Tennessee driver's license showing Tennessee citizenship, I will reply to you. We don't respond to questions in Public Records Requests, only supply documents if they exist. There are no documents in the possession of the Memphis-Shelby County Airport Authority that are responsive to your request.
