To Whom It May Concern:

Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

According to the Gaggle website, this school district has used its company’s services (https://www.gaggle.net/success-stories/). Therefore, I hereby request the following documents:

* Any documents associated with the purchase of Gaggle services for the school district. These documents may include contracts, grant applications, payment forms, payment orders, service agreements, and terms of service.
* The total number of students in the school district that have been flagged for “signs of self-harm, depression, thoughts of suicide, substance abuse, cyberbullying, unhealthy relationships, and credible threats of violence against others.”
* The number of students that have been flagged for each respective warning sign category listed above.
* Any school district emails that discuss disciplinary action (like detention or suspension) or an administrative response (like removing the student from class, or contacting the school guidance counselor, Child Protective Services, or the police) to student behavior on Gaggle.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. It will be used in the course of reporting for Motherboard, VICE’s technology website (www.motherboard.vice.com).

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Sincerely,

Caroline Haskins

school district. These documents may include contracts, grant
applications, payment forms, payment orders, service agreements, and terms

Please be advised that the Meriden Board of Education is in the process of
reviewing your request. Locating the responsive documents may take some
time but the Meriden Board of Education will make every effort to comply
with your FOIA request. Once the documents that are responsive to your
request are located, they will be assembled, and it will be determined
whether any of the documents are exempt from disclosure in accordance with
the FOIA provisions. Once there is a final count on the number of pages
that are responsive to your request and that are not exempt from
disclosure, you will be contacted. Please note the Board does not have an
obligation to create a document in response to an FOI request.

Please be advised that the Board charges 50 cents a page for documents

Hi Louis, thanks for following up. With respect to the fees that you outlined in your previous message: typically, these types of fees are waived when they're for noncommercial requests. I'm contacting you as a writer for Motherboard, Vice's technology website. With this in mind, I'd like to ask that the fees for this request be waived.
