Pursuant to the Michigan Freedom of Information Act, I hereby request the following records:
I am requesting copies of public records regarding the public funding of commercial drivers' license training programs from 01/01/2018 to 12/31/2022. These programs are designed to prepare students to meet the qualifications to become a qualified entry-level commercial truck driver. Funds for these programs were made available through the Workforce Innovation and Opportunity Act.
Specifically, I request information regarding the following:
- Budget documents for the full date range noted above, including planning documents, proposals, and research reports
- Spending reports
- Communications, including internal emails, press releases, and meeting notes and transcripts, that include the phrase "commercial drivers' license"
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This notice responds to the correspondence received by the Michigan Department of Transportation (MDOT) requesting information under the Freedom of Information Act (FOIA), MCL 15.231 et seq.
MDOT certifies that to the best of its knowledge, information, and belief, records do not exist within MDOT under the description provided in the request or under another name reasonably known to MDOT. MCL 15.235(5)(b). MDOT does not handle commercial drivers' licenses (CDL) or CDL training in Michigan. Accordingly, MDOT does not have responsive documents. Therefore, the request must be denied.
You have the right under section 10 of FOIA, MCL 15.240, to submit to the Director of MDOT a written appeal that specifically states the word “appeal” and identifies your reason(s) for reversal of the denial. You also have the right to judicial review of this denial by commencing an action in the Court of Claims within 180 days after MDOT’s final determination to deny this request. If a person asserting the right to inspect, copy, or receive a copy of all or a portion of a public record prevails in an action, the court shall award reasonable attorneys’ fees, costs, and disbursements and possible damages.
