The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mrs. Liss,
This notice is issued in response to your request, legally received by the Michigan Department of Health and Human Services (Department) on July 02, 2024, requesting information under the Freedom of Information Act (FOIA), MCL 15.231 et seq. Your request is denied.
The information requested is not contained in an existing record of the Department. Producing this information would require the manual review, compilation, and comparison of information and the Department is not required, per MCL 15.233(4), to make a compilation or report of information or required, per MCL 15.233(5), create a new record to respond to a FOIA request.
As to the denial, the Department is obligated to inform you that under MCL 15.240 the following remedies are available:
1. Appeal this decision in writing to the Legal Affairs Administration, Department of Health and Human Services, Suite 207, PO Box 30037, Lansing, MI 48909. The writing must specifically state the word “appeal” and must identify the reason or reasons you believe the denial should be reversed. The Department must respond to your appeal within ten days of receipt. Under unusual circumstances, the time for response to your appeal may be extended by ten business days.
2. File an action in the appropriate court within 180 days after the date of the final determination to deny the request. If you prevail in such an action, the court is to award reasonable attorney fees, costs, disbursements, and possible damages.

Per the terms of the contract, Deloitte is supposed to remedy 911 and 912 tickets within two to five business days. Do you all have records of the 911 and 912 tickets and how long it takes Deloitte to remedy them?

We need to compile this data to create a report as no report exists currently. It requires manually going through records to pull the information out which will be time consuming. I will send you a new notice with a cost estimate for this.

Dear Mrs. Liss,
This notice is issued in response to your request, legally received by the Michigan Department of Health and Human Services (Department) on July 02, 2024, requesting information under the Freedom of Information Act (FOIA), MCL 15.231 et seq.
Your request is granted as to existing nonexempt records.
The Department has estimated the cost for searching, retrieval, and review of the requested records and separation of exempt and nonexempt information. The estimated cost of your FOIA request as well as the required deposit is stated in the invoice located in the MDHHS Public Records Center, where you may pay your invoice and deposit online. Upon payment of the deposit the Department will process your request. The required deposit must be received within 48 days from the date of this communication; otherwise, your request will be considered abandoned.
The Department’s best effort estimate for time to complete your request is fifteen business days from the date the deposit is received. Once your FOIA request has been processed the Department will send you a final invoice, which may be more or less than the estimate. Payment must be received in full before records will be provided.

I had a discussion with Lynn Sutfin of MDHHS regarding this request and she said there are zero 911 and 912 tickets that have gone unresolved for more than 10 days. Since the department has already run the search and found zero records, can you certify under FOIA that these records do not exist?
