Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

For all DBMSs owned, maintained, operated, contracted with/through, or supported by the Information Technology - or similar - department(s) within your city, please provide me with the following information:

-Underlying engine (eg, postgres, mysql, mariadb, cockroachdb, Mongodb, Oracle database, sybase, MSAccess, SQL Server, VoltDB, RethinkDB, Chronos, Elasticsearch, etcd, cassandra, etc)
-Names of software that connect to each DBMS
-Names of departments that use information within the DBMS
-Schema of database (preferably, with granularity down to column names)
-Contract identifier for each database, if relevant

I understand that the information respondent to this request may require the creation of new documents - if that will be the case, then please provide me with documents that may contain the information (eg, documentation, contracts, etc). I am also happy to narrow the scope of my request if necessary.

Please also let me know if any help is needed with discovering any DBMS services. My background is in distributed systems systems administration and I can offer technical tips or advice if it would be helpful in any way.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes. As I believe the information respondent to this request outweighs the costs and burden, I would like to kindly request a fee waiver.

Please accept this correspondence as a response to your July 20, 2018, request, which you state that you are making pursuant to the Wisconsin Open Records Act. In your request, you have asked that ITMD provide you with certain information.

The Public Records Law in Wisconsin is a vehicle for requesters to inspect or obtain copies of existing records in the possession of an authority. Therefore, to the extent that you are asking ITMD to answer questions regarding its DBMSs, be advised that ITMD is not required to, and does not, answer questions of interest to a requester in the context of a public records request. Journal Times v. City of Racine Bd. of Police & Fire Comm’rs, 2015 WI 56, ¶ 55.

To the extent you are instead asking for records, ITMD does not maintain a list of all of the underlying engines, as you describe the term, a list of software that connects to each DBMS, a list of which departments use what information within each DBMS, or a list of the particular schemas used in each database. Accordingly, ITMD has no records that are responsive to these parts of your request. To the extent that you asking ITMD to cull the information you want from existing records and to create a new record to respond to your request, be advised that ITMD does not create records in response to public record requests, as Wisconsin’s Public Records Law does not require record custodians to create a new record by extracting information from existing records and compiling the information in a new format. Wis. Stat. § 19.35(1)(L), George v. Records Custodian, 169 Wis.2d 573 (Ct. App. 1992).

As to your request for “[c]ontract identifier for each database, if relevant,” I am unclear as to what are you asking for. If you can be more specific, I can determine whether ITMD has any responsive records to this item. However, without knowing what you are asking for, there’s no way for ITMD to perform a search to see if it maintains any records responsive to this part of your request.
