Greetings Mr. Padilla,
Pursuant to the Minnesota Government Data Practices Act, I request the following records, as pertain to the Northstar Line rail system:
1. The current passenger train emergency preparedness plan (aka "E-plan") submitted to and approved by the FRA in accordance with 49 CFR 239 for the Northstar Line system.
2. If Metro possesses said documents, the current conductor and engineer certification/qualification plan submitted to and approved by FRA in accordance with 49 CFR 242 and 49 CFR 240 (or predecessor regulations) as would pertain to the Northstar line.
The requested records will be immediately and freely available to the public on muckrock.com, and this request is not being made for any commercial purpose.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Padilla,
I'm attempting to follow up on the GDPA request I emailed on 10/7/2019. Follow up emails were sent on 10/22, 11/06, and 11/21. To date I haven't received any communication or acknowledgement from your agency about the request. If I don't hear from anyone this week I will attempt to reach out by phone and letter. If there is a different contact I need to address GDPA requests to, I would very much appreciate you letting me know.

The attachment is the Northstar emergency preparedness plan as you requested.
You also requested the current certification/qualification plan for BNSF conductors and engineers who operate Northstar trains. Metro Transit does not have these documents.
