From: Sam Stecklow

To Whom It May Concern:

Pursuant to the Minnesota Government Data Practices Act, I hereby request the following records:

Copies of the RFP, bid, contract(s), addenda to the contract, extensions to the contracts, and all payments to the vendor for the POST officer license lookup tool, available here: https://mnitservices.my.site.com/POSTLicenseSearch/s/

In addition, I request the current contract between the State of Minnesota and Salesforce for its services that the POST board utilizes. We requested this previously from POST and were redirected to DPA.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Sincerely,

Sam Stecklow

From: Minnesota Department Of Administration

Good morning, Sam,

Thanks for reaching out to the Data Practices Office with this data request.

As an initial note of context: The Data Practices Office provides informal guidance and assistance to members of the public and government entities about the requirements of the Minnesota Data Practices Act. Our office does not process data requests on behalf of the Department of Administration nor are our staff appointed as data practices designees to receive data requests.

In short, we're not the correct folks to receive your data request below nor can we provide you with access to the data you are seeking.

Rather, you will need to submit your data request to the appropriate designee within the department, which appears to be the Office of State Procurement (OSP). You can find more information about submitting a data request to OSP on its website<https://mn.gov/admin/osp/contact-us/data-requests/>. Additionally, Doug Heeschen is the appointed data practices designee for the Office of State Procurement, and his email address is doug.heeschen@state.mn.us<mailto:doug.heeschen@state.mn.us>.

You can also find more general information about accessing data maintained by the Department of Administration<https://mn.gov/admin/about/data-access/> on the agency's data access webpage.

I recognize that it may seem overly bureaucratic to direct you elsewhere within my agency. However, Minnesota case law indicates that an individual's rights under the Data Practices Act are not triggered unless a data request is submitted to the appropriate official at a government entity. I simply want to ensure that you're following the applicable requirements of the law in case you find you are having any issues related to your data request.

Please feel free to let me know if you have any questions.

Thanks,
Casey
