From: Troy Carter
To Whom It May Concern:
Pursuant to Montana's Constitution, Article II, § 9, I hereby request the following records:
Copies of all "Request and Justification for out-of-state travel" forms submitted in 2013, and to the most recent date possible in 2014, by employees of the Montana Secretary of State's office.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.
Sincerely,
Troy Carter

Many thanks,

Dear Mr. Carter -- the records you have asked for do not currently exist in electronic format. Therefore, they would need to be converted to electronic format and the Secretary of State would need to collect a fee in advance based on Mont. Code Ann. 2-6-110 and ARM 44.2.204. Therefore, the charge for providing the documents electronically would be $15.92 collected in advance.
Please advise me how you'd like to proceed.
