Pursuant to Maryland's Public Information Act ("PIA"), I hereby request the following records:
A copy of the current contract between the County and the current vendor for inmate communication services at the County Correctional / Detention Facility. This may encompass telecommunication, kiosk, and mobile tablet services. I am requesting that the information provided contain the term and expiration date of the current contract (including any optional contract extensions), as well as the current telecommunications provider and the services currently being provided pursuant to the agreement.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

On October 17, 2018, the Office of Procurement received your request for records under the Maryland Public Information Act ("MPIA"), Md. Code Ann., Gen. Prov. §§ 4-101 - 4-601, for " current contract between the County and the current vendor for inmate communication services at the County Correctional/Detention Facility... information provided [to] contain the term and expiration date of the current contract (including any optional contract extensions) as well as the current telecommunications provider and the services currently being provided pursuant to the agreement." On September 20, 2018, this Office provided a response to your request in which we indicated that the MPIA allows thirty (30) days to respond to your request. This Office also informed you that we do not have any records of past requests from MuckRock News, in response to your indication that the Office of Procurement had not responded to past requests made by your firm.
Please also be advised that MPIA § 4-206 permits the County to charge a reasonable fee to search for, prepare, or reproduce a public record. The charge for the reproduction of a record is $0.15 per page copied. (There is no charge for copies if the total amount of the fee would be $1.00 or less.) This Office charges an hourly rate for any time spent by its staff to search for, prepare, and reproduce records responsive to a request. This rate will include the actual hourly rate for the staff members or attorney working on your request. For estimating purposes only, the average rate to be charged for a staff member will be $47.47. There is no charge for the first two hours of time spent working on a request.
At this time, based on your request, we do not anticipate that there will be fees associated with responding to this request. However, we reserve the right to adjust this estimate as we continue our review, and will provide you with an estimate before any fees are incurred.
