The Clallam County Sheriff's Office writes to acknowledge receipt of the public records request you submitted on 05/31/2024. Please accept this correspondence as our timely response to your request as required under RCW 42.56.520.

REQUEST

To Whom It May Concern:

Pursuant to the Washington Public Records Act, I hereby request the following records:

Regarding the Clallam County commissioners' plan to purchase 4Sight Labs medical monitoring bracelets (https://www.peninsuladailynews.com/news/clallam-to-buy-monitoring-bracelets-for-inmates/), please provide:

1. All brochures, manuals, and other informational and/or promotional materials about 4Sight Labs and its products

2. All emails, text messages, and other communications with 4Sight Labs since 9/1/2024

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

RESPONSE

We anticipate that either the requested records or a first installment of records should be available on or before 07/02/2024. This preliminary estimate takes into account, among other things, the need to locate and assemble the record(s) requested, notify third persons or agencies affected by the request, and determine whether any record(s) must be redacted in whole or in part. This estimate also takes into account the number of public records requests currently being processed. In the event that we require additional time in which to respond, we will notify you.

Please note that the Sheriff's Office reserves the right to utilize an installment methodology in responding to your requests. This methodology is authorized pursuant to RCW 42.56.080. In the event that we elect to utilize an installment methodology, then the above noted estimate should be interpreted as applying to the production of a first installment of records and not interpreted as the estimated date by which we will have completed processing the request.

Note that Pursuant Clallam County Policy 321.17, fees for records requests shall be waived when the total fee for the request is under ten dollars. After a request has reached $10, an invoice will be generated for records released previously along with the current installment.

Documents have been released for record request #24-748 along with the following message:

Following a reasonable search, Clallam County has completed the assembly and duplication of an installment of identifiable public records that respond to your request. This installment is now available to you in the Records Center. You can now log in to access these records.

We estimate that the next installment of records will be available to you on or around 07/30/2024.

Pursuant Clallam County Policy 321.17, fees for records requests shall be waived when the total fee for the request is under ten dollars. Since the total fee for this request is under ten dollars, no payment is due at this time.

Pursuant to the Clallam County Administrative Policies and Procedures, any person who objects to the partial denial or redaction of a request for a Public Record may petition the Public Records Officer for a review of that decision. The petition must be in writing and include the petitioner’s name and contact information. The petition must be filed within 10 days of the denial.

Please note that if an installment of a records request is not claimed or reviewed, we are not obligated to fulfill the balance of the request, per RCW 42.56.120(4). If this installment is not claimed or reviewed within 30 days, this request may be closed.
