Florida Governor Rick Scott has authority over the Florida Department of Economic Opportunity and there is significant suspicion that Rick Scott may be exerting inappropriate influence over the issuance of TEA letters to support friends or bring in immigrants through the EB-5 VISA program (even though Rick Scott’s public position to voters is to reduce immigration).

This is enormously important because Rick Scott is a potential contender in the 2018 Senate Race, and well… given Rick Scott’s sketchy past and being a magnet for controversy - the Senate and the American people deserve transparency before something bad happens - not after.

Pursuant to Florida's Sunshine Law (Fla. Stat. secs. 119.01 to 119.15 (1995)), I hereby request the following records:

To whom this may concern,

I would like to obtain all EB-5 TEA letters sent or produced by the Florida Department of Economic Opportunity. At least in 2013, these letters were printed on letter head including the names of Rick Scott, Florida DEO, Jesse Panuccio, and Rebecca Rust.

Please search for these records from 2013 to Present Day. As an example of the records I am seeking, on September 16, 2013, a letter was sent to Mr. James R. LaVigne, South Milhausen, P.A. Gateway Center, 1000 Legion Place, Suite 1200, Orlando, Florida 32801 and included a signature of Rebecca Rust as well as an enclosure of labor force estimates.

Please provide me with copies of all TEA letters sent during the time frame provided.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Morning,

A check was received today for one of the three public record requests you submitted to the Department, however it was not for the exact amount related to any of your three requests.

Your email below refers to the first request you sent (all EB-5 TEA letters sent or produced by DEO, 2013-present), however the check is for $24.98, which is closest to the fee estimate for the second request ($24.89, see attached - request for correspondence between DEO and the Kameli Law Group).

Please confirm that this payment is in reference to the second request as attached, which again is the closest amount of the three estimates provided.

If you intended to submit payment for the request below, an additional payment of $8.20 will be required ($33.18 - $24.98) before those records will be released.

Again, please advise which of your three requests you intend to have this payment applied to so that we can proceed accordingly. I have attached all three estimates again for reference.
