Pursuant to the Oregon Public Records Law, I hereby request the following records:
(1) All data generated and retained through use of Automatic License Plate Readers (ALPR) by Portland Police Bureau (PPB), specifically: License plate, date, GPS location, unit number generating the data, disposition and result of check of plate. Deliver complete dataset generated and provide in electronic form, spreadsheet or database.
(2) All policies, guidelines, manuals and/or instructions on department use of ALPR.
(3) Make and model of ALPRs in use by PPB.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

At this time, the City is uncertain whether it is the custodian of the requested record. The City will review your request to determine if it has responsive records. Fees include research time to locate and analyze the requested records, even if no records are located or if the requested records are determined to be exempt from disclosure.

Additionally, pursuant to ORS 181A.250, the collection of this data to respond to your public records request would violate state law.
This data is not provided to any other criminal justice agency without the presence of probable cause through the course of an ongoing criminal investigation.
