Pursuant to Open Public Records Act ("OPRA"), I hereby request the following records:
A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters, any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Dear Ms. Lustig,
Due to the fact that fax transmissions of OPRA requests often result in illegible type or missing pages, the City of Jersey City no longer accepts OPRA requests by fax. Please use the City's online OPRA submission system to submit requests for documents in the future.
In your faxed request dated December 19, 2017, you requested "a copy of the bid submitted in response to Amazon 1s request for proposals for the site of its second headquarters 1 any contracts with third-party providers for services rendered regarding the Amazon HQ2 bid, and any marketing budgets regarding Amazon-related expenditures from September 1, 2017 to the date this request is received."
Due to the fact that Amazon has not published the bids received and the RFP process has not concluded, your request for the proposal submitted by the City is denied pursuant to N.J.S.A. 47:1A-1.1 which specifically states that "a government record shall not include [...] information which, if disclosed, would give an advantage to competitors or bidders."
For the remainder of your request, the City kindly requests a 2 week extension.
