To Whom It May Concern:
Pursuant to the Massachusetts Public Records Law, I hereby request the following records:
Reports since 2015 of audits, license renewals, and inspections of human service programs operated by Toward Independent Living and Learning (TILL, Inc.), which is headquartered in Dedham, Massachusetts, including TILL's Autism Support Center, Behavioral Supports, Day/Vocational Services, Individual Support, Personal Care Services, Respite Services, Self-Directed Services, and Residential Services or "group homes" in Stoughton, Brookline, Brighton, Charlestown, and elsewhere.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.
Sincerely,
John Summers

To Whom it May Concern:
I am writing in response to your May 22, 2020 electronic mail concerning the status of the response of the Massachusetts Department of Developmental Services ("DDS") to your April 1, 2020 Public Record Request ("PRR"). DDS provided an initial response to your PRR on April 14, 2020, and advised that it would supplement its response as soon as practicable should additional public records responsive to your request be subsequently identified.
As noted in DDS' April 14th response, most DDS staff members are currently working out of the office during the COVID-19 public health emergency with limited ability to access and retrieve records which may be responsive to your request. Additionally, due to a flood at DDS Central Office (500 Harrison Avenue, Boston) in mid-April which damaged the building’s infrastructure and utilities, there is currently no electrical power to the building and staff are not authorized to enter the premises while repairs are underway.
DDS staff are in the process of searching alternative locations where responsive paper and/or electronic records may be maintained. DDS will make every effort to respond to your PRR as soon as practicable but may not be able to locate responsive records until its Central Office is reopened and paper records are again accessible.
I hope this information is helpful to you. Please do not hesitate to contact me if you have questions or require additional information.
Very truly yours,
James Bergeron, Records Access Officer
