Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

copies of all non-exempt email communications sent by Charlynn Shepherd, associated with the Missouri National Education Association (MNEA), to any recipients within St. Louis Community College, specifically those with email addresses ending in "@stlcc.edu", from January 1, 2021, to the present date.

I am aware of the various exemptions under the Missouri Sunshine Law designed to protect personal privacy, security, and other sensitive information. My request explicitly seeks records that do not fall within these exemptions, focusing on communications pertinent to the conduct of public business, which are not protected by privacy considerations, legal privileges, or any specific exemption provided under the law.

Acknowledging the records retention schedules established by the Missouri Secretary of State, which dictate the duration for retaining records based on their content and function, I request only those records that are retained within these schedules and have not exceeded the authorized disposal period.

To facilitate the review and use of these documents, I request that they be provided in an electronic format that can be easily accessed using standard email clients, such as an .mbox or .pst file, which are commonly used for archival purposes. This approach will minimize costs and enable more efficient access to the records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

You have requested emails sent by Charlynn Shepherd to any STLCC employee associated with the MNEA. Ms. Shepherd is not a public governmental body under the Sunshine Law, nor are College employees. See 610.010 RSMo. Therefore your request is overly broad and includes documents that the College is not required to maintain or produce.

The College’s Board of Trustees is a public governmental body under Section 610.010 RSMo. Therefore, emails transmitted between Ms. Shepherd and a majority of the College’s Board of Trustees are maintained and can be provided. Please let us know if you are requesting those emails.

Your request includes records that are exempt from disclosure under Mo. Rev. Stat. 610.021(3), (13), and (14). These records will not be produced. The College is also in possession of records that contain both exempt and non-exempt material. In accordance with Mo. Rev. Stat. 610.024, the College is producing these documents, but has redacted them to avoid disclosure of protected information.
