Pursuant to the Iowa Open Records Law, I hereby request the following records:
A list of all requests or applications for qualified contracts for LIHTC developments submitted to the Iowa Finance Authority, including the following:
1) The year of the application or request
2) The projects's name, full address, and ownership
3) The qualified contract price
4) The total number of units covered
5) The outcome of the request and start and end dates of the deregulation period, if one ensued
6) Any information retained by the agency on the requester or applicant, including their name, contact information, and organizational affiliation
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Our office received your request for public records on 08/01/2024. It is our understanding you are requesting a list of all requests or applications for qualified contracts for LIHTC developments submitted to the Iowa Finance Authority, including the specific information listed below. We have the following questions about your request:
Our search indicates we have ‘Qualified Contracts’ that date back more than 20 years. Each contract will require a staff member to manually peruse each file which covers an area over 20 years. Is there any way you can narrow down the search either by year or by any other detail? Can you provide any further direction on the information that you are seeking?
We can provide answers to your questions, but it will be a great expense to us as presently requested. Regarding, item 6, we have never been able to find a purchaser. What exactly would you want to know on number 6 outside of that?
IFA’s fee policy is as follows and is provided to all requesters of records. IFA provides two free hours of staff time to search for records, evaluate potentially confidential information, and assemble a request. Any time exceeding two hours is charged at $32 per hour. IFA may charge a different hourly rate based on the actual hourly pay rate of staff working to fulfill the request and will give notice of an anticipated change to the hourly rate. If we determine charges may be necessary, an estimate of charges will be provided before fulfilling a request.
We will wait to hear back from you regarding the questions posed above before further processing your request.

Thanks for your response! Happy to provide further info regarding this request. I'm a journalist at In These Times magazine, and I'm seeking this information from all state HFAs as part of a story involving investor acquisitions of LIHTC portfolios.
Some state HFAs have this information available as a master list of developments that have existed LIHTC affordability restrictions through qualified contracts--but I know there's a lot of variation in how this information is retained, and I'm happy to work with you to make the request less burdensome.

From our 8/14 phone conversation, it is our understanding that you have amended your request for records. The amended request seeks the following information on qualified contracts:
The total number of development projects and low-income units that have exited, and the names of those developments and developers.
Narrow our initial search as far back as reasonably possible.
Further that your project was a long-term project, and that you would be amenable to receiving this information in the month of September.
