According to documents released by the State of Tennessee, the Bradley County Sheriff received $288,065 in funding awarded in 2022 from the Violent Crime Intervention Fund: https://www.tn.gov/content/dam/tn/finance/ocjp/VCIF%20Funding%20Plan.pdf

Pursuant to the Tennessee Public Records Act, I hereby request the following records:

A copy of all documents, including but not limited to, applications, agreements, and reporting documents related to the $288,065 received as part of the 2022 Violent Crime Intervention Fund.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

On April 4, 2024, Bradley County Sheriff's Office received by fax your request to receive public records related to the Violent Crime Intervention Fund. Your request stated that it was a follow-up request that was emailed to ewatson@bradleycountytn.gov. Mr. Watson has not been Sheriff or employed by Bradley County since September of 2018. Therefore, Bradley County would not have received any previous request from you for processing.

In order to consider your request any further, please submit proof of your status as a Tennessee resident as required by Tennessee Code Annotated Section 10-7-503(a)(2)(A) in order to make an Open Records Request. Once we have received your proof of residency, Bradley County will process your request for this information and provide you with cost estimate to provide the requested records. If you have any additional questions, please do not hesitate to contact me.

Mr. Hoover,

On April 4, 2024, Bradley County Sheriff's Office received by fax your request to receive public records related to the Violent Crime Intervention Fund.

Pursuant to the Open Records Act, Bradley County must respond to records requests using the form developed by the Office of Open Records Counsel.

Tennessee Code Annotated § 10-7-503(a) provides the following:

(2)(B) The custodian of a public record or the custodian’s designee shall promptly make available for inspection any public record not specifically exempt from disclosure. In the event it is not practicable for the record to be promptly available for inspection, the custodian staff shall within seven (7) business days:

(i) Make such information available to the requestor;
(ii) Deny the request in writing or by completing a records request response form developed by the office of open records counsel. The response shall include the basis for the denial; or
(iii) Furnish the requestor a completed records request response form developed by the office of open records counsel stating the time reasonably necessary to produce such record or information.

In accordance with the above-cited law, this letter is being sent to provide you with a completed records request response.

Pursuant to the Public Records Policy for Bradley County, Tennessee, labor charges are allowed for labor in excess of one hour reasonably necessary to produce the requested records. Based upon the foregoing, the estimated costs to provide the redacted records is a total of five hundred eighty two dollars and nineteen cents ($582.19). This includes a charge of twenty three hours (24 hours total but no charge for the first hour) at $15.53 per hour for retrieval, redaction and transfer of the files and two hundred twenty five dollars for the cost to copy the approximately 1,500 pages of records at $0.15 per page. Please let me know if you would like me to proceed with processing your request.

Per your narrowed and modified public records request below, attached is an electronic copy of records in categories #9 and #11. Pursuant to the Open Records Act, Bradley County must respond using the form developed by the Office of Open Records Counsel. Tennessee Code Annotated § 10-7-503(a) provides the following:
