Good morning,
Seattle IT disabled Signal on City-issued devices, so while we have the phone secured, I will need their permission to actually access the application. I am still waiting on that approval, though I hope to have it soon.

Good afternoon,
Another update for you here on the status of your request. We have successfully resolved the IT issue and the records have been preserved. Now I will need some time to review the records for potential exemptions to disclosure. My initial review of some of the records did turn up personal information (home addresses, personal phone numbers, etc.) about both current and former Seattle Fire Department employees. I will have another update for you on the availability of records, or a first installment of records, in two weeks (6/21/2024).

From: Rose Terse

Hi Evan,

Thank you so much for your help with this request! I had two quick follow-up questions:

1. I'm not sure whose genitalia is pictured in "4th Installment/Carter/14.jpg" but should it be redacted?
2. I do see that PII and PHI including a patient's age, address, gender, and what they were treated for was shared in "4th Installment/Carter/22.jpg". Is this a common practice within the department? I would imagine that this information would be subject to HIPAA.

Thank you,
Rose

From: Seattle Fire Department

--- Please respond above this line ---

Good morning,
That was an oversight. I will send you a corrected version with that information redacted later today. If you can please delete the 4th installment folder, I will have an updated version for you very soon. It is not common practice to release that information, and it will be corrected immediately. The information should never have been shared via Signal as well.
Evan

--- Please respond above this line ---

Hello again,
I've redacted the image of the genitals (RCW 42.56.050) and the Computer Aided Dispatch (CAD) notes from #22 (RCW 70.02 is the applicable law, not HIPAA in this case). Note that the addresses for all Seattle Fire Department responses are published online (see here), so we do not consider the address to be PII or PHI, but any identifying information about the patient, their reported injuries, and treatment provided are supposed to be redacted. The updated 4th installment if now available to download.

Hi Evan,

Thanks so much for your help with this request! I really appreciate it. I have deleted my copies of the records and made sure the records have been removed from the MuckRock service.

Thank you,
