I am requesting 10 years (01/01/2012 to present) of total compensation records, on an annual basis with separate columns or entries for each pay component, including hire date for anyone with the word 'perfusion' in their job title.
An example of what I am seeking are records for each employee, for each year, containing the following:
Last name and first initial, Date of hire, (T)Total compensation= (A)Base pay + (B)Supplemental pay + (C)Administrative pay + (D) Incentive pay + (E) Any other pay.
If you need any further clarification or if there is any way to reduce the labor required to produce these records in this detail, please let me know.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available.

Code § 2.2-3705.1(1) the remaining data points you request (i.e., supplemental pay, administrative pay, incentive pay and any other pay) are considered personnel information of identifiable individuals not subject to mandatory disclosure and are withheld in their entirety.

Are individual's total actual pay disclosable? would rounding to the nearest $100 be sufficient to overcome the 'personnel information' exception?
My issue is that the information provided does not give any indication of what each individual was actually paid, only what their 'stated salary' is.
For example, one line showed: Year: 2021 Hire date: 5/30/2021 annual salary: $120,016.00 and 2022 was identical. However, someone hired part way through the year 2021 won't earn their full salary that year.
The information I am seeking are individual's Total actual pay, even if rounded. Is there any way to receive that information or substantially similar data?
I appreciate your work on this!

Thank you for the explanation.
I discussed this with the Virginia FOIA council as well and they advised: "Generally speaking, accounting records showing payments made to an individual would be open to public disclosure, but notations regarding the type of pay or reasons for payment may be withheld as personnel information. Please see AO-01-21 which discussed salary/rate of pay, payroll, and accounting records in detail."
In light of that, I would like to modify my request as follows:
I am requesting accounting records from 01/01/2012 to present showing all payments, on an annual basis, to any individuals with the word 'perfusion' in their job title. I am NOT requesting any notations of the type of pay or reasons for payment, only annual aggregate totals.

This is a follow up to a previous request:
Thank you for your response. This is partially the information I am seeking. I understand you're asserting that the other columns I have requested are 'personnel information' and not disclosable.
Are individual's total actual pay disclosable? would rounding to the nearest $100 be sufficient to overcome the 'personnel information' exception?
My issue is that the information provided does not give any indication of what each individual was actually paid, only what their 'stated salary' is.
For example, one line showed: Year: 2021 Hire date: 5/30/2021 annual salary: $120,016.00 and 2022 was identical. However, someone hired part way through the year 2021 won't earn their full salary that year.
The information I am seeking are individual's Total actual pay, even if rounded. Is there any way to receive that information or substantially similar data?

Hendrixson, K. 8/9/2009 missing all years. Their hire date is listed as 2009 but the annual salary data you sent previously only shows data for 2023. It's possible they were int another position previously and I would like to confirm that if you can.

Thank you for your response. This is partially the information I am seeking. I understand you're asserting that the other columns I have requested are 'personnel information' and not disclosable.
Are individual's total actual pay disclosable? would rounding to the nearest $100 be sufficient to overcome the 'personnel information' exception?
My issue is that the information provided does not give any indication of what each individual was actually paid, only what their 'stated salary' is.
For example, one line showed: Year: 2021 Hire date: 5/30/2021 annual salary: $120,016.00 and 2022 was identical. However, someone hired part way through the year 2021 won't earn their full salary that year.
The information I am seeking are individual's Total actual pay, even if rounded. Is there any way to receive that information or substantially similar data?

I am requesting 10 years (01/01/2012 to present) of total compensation records, on an annual basis with separate columns or entries for each pay component, including hire date for anyone with the word 'perfusion' in their job title.
An example of what I am seeking are records for each employee, for each year, containing the following:
Last name and first initial, Date of hire, (T)Total compensation= (A)Base pay + (B)Supplemental pay + (C)Administrative pay + (D) Incentive pay + (E) Any other pay.

Thank you for the explanation.
I discussed this with the Virginia FOIA council as well and they advised: "Generally speaking, accounting records showing payments made to an individual would be open to public disclosure, but notations regarding the type of pay or reasons for payment may be withheld as personnel information. Please see AO-01-21 which discussed salary/rate of pay, payroll, and accounting records in detail."
In light of that, I would like to modify my request as follows:
I am requesting accounting records from 01/01/2012 to present showing all payments, on an annual basis, to any individuals with the word 'perfusion' in their job title. I am NOT requesting any notations of the type of pay or reasons for payment, only annual aggregate totals.

(1) Gross salary payment data for Davies, H. is now included.
(2) Payroll confirmed that Hendrixson, K. and Mawut, M. transferred to jobs with “perfusion” in the title on 4/30/23.
(3) Payroll confirmed that Wilson, H. is the same person as Letts, H. whose data is already included.
