To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

As a member of the news media working for MuckRock News I request that a fee waiver for my request be granted. My work has been published by national outlets. My work for Motherboard can be viewed at the following link: http://motherboard.vice.com/author/cwaltman

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

Sincerely,

Curtis Waltman

Good afternoon Mr. Waltman,

This email is to acknowledge receipt of your Public Records Request. I must
inform you that the Natick Police Department does not maintain and
electronic record of training classess attended by its officers. It also
does not maintain an electronic database of applications to classes
attended by officers. As you are aware Pursuant to the Massachusetts Public
Records Law, M.G.L. c.66, §10, the organization does not have to create a
document in order to comply with a request.

In order to complete your request it would require that the Training
Lieutenant Cara Rossi manually inspect the training records and personnel
files of all members of the organization. We estimate that this would take
approximately 2 hours of work at her rate of $51.64 for a total of $103.28.
I do not recall any of our officers attending any of these classes
therefore any copying cost would be minimal. If this cost/estimate is
agreeable please communicate this to us and provide payment to the: Natick
Police Department, 20 East Central Street, Natick MA 01760 and will will
then begin to process this request.

Please be advised that pursuant to 950 CMR 32.00 and G.L. c66, sec 1O(b) you
have the right to appeal this decision to the Supervisor of Public
Records within
90 days. Such appeal shall be in writing, and shall include a copy of this
letter by which the request was made and, if available, a copy of the
letter by which custodian responded. The Supervisor shall accept an appeal
only from a person who had his or her record request in writing.

Should you have any questions, please do not hesitate to contact me.
