To Whom It May Concern:
Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:
This is a public records survey of law enforcement agencies throughout Connecticut. You may have received an earlier version of this survey. If so, this request seeks records over a longer period of time.
Please provide a copy of any crime/incident report (or similar police reports) in which a person was investigated, stopped, cited, arrested, or charged with violating Connecticut General Statutes § 53-37 (or "ridicule"). This request is limited to reports generated on or after October 1, 2000, through the present date. If your database does not allow searches that far back, please let me know how far back you can search.
If I can be of any assistance in interpreting or narrowing this request, please don't hesitate to contact me.
I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.
Sincerely,
Adam Steinbaugh

From:
Sir/Ma'am,
I am in receipt of your request for any and all records related to arrests for violation of CGS 53-37 "Riducule". A check of all records, both digital and digitized hard copies, shows no arrests related to the charge. This search encompassed several hundred thousand records in our Laserfiche system. The search parameters were fist completed using the state statute and after no matches were found, a subsequent exhaustive search was completed using "ridicule" as the specific search parameter. As you can imagine, this resulted in an overabundance of matches. All matches were examined to determine if they were related to an arrest for violating CGS 53-37. I can conclude with certainty that this department has no record of such arrest dating back to 2000. This does not rule out the possibility of an arrest for the charge being dismissed. In those instances, the file would be destroyed in accordance with the state library policies and procedures.
Thanks for you patience,
Lieutenant Derek Poundstone
