Pursuant to the Nevada Public Records Act, I hereby request the following records:

1) All contracts, statements of work, memorandums of understanding, or comparable agreements since Jan. 1, 2016 between Nevada Department of Education and Infinite Campus regarding the provision of Infinite Campus's early warning system, a machine learning model that generates "GRAD scores" for each student in the state.

2) The most recent available records documenting what data points (also known as risk factors) are fed into the Infinite Campus machine learning model in order to generate GRAD scores. The attached presentation from Nevada Department of Education staff states that the model receives daily data inputs containing 14 academic risk factors, 6 attendance risk factors, 7 behavior risk factors, 24 home and enrollment stability factors, and 24 other risk factors. Nevada uses GRAD scores to determine per-pupil funding, so the Department of Education should have documentation of how GRAD scores are calculated.

3) The most recent available records documenting the accuracy of the Infinite Campus early warning system and GRAD scores. This should include records that state the machine learning model's AUC, sensitivity, specificity, false negative rate, false positive rate, and/or other measures of model accuracy. Nevada uses GRAD scores to determine per-pupil funding, so the Department of Education should have documentation of the accuracy of the machine learning model that produces GRAD scores.

4) The most recent available records documenting how the Infinite Campus early warning system performs for diffierent demographic groups. This should include disparate impact studies, disproportionality studies, or other analyses that examine how Infinite Campus GRAD scores differ based on student race, gender, language status, and other characteristics. Nevada uses GRAD scores to determine per-pupil funding, so the Department of Education should have documentation of whether the machine learning model that produces GRAD scores is biased for or against certain demographic groups.

I ask that all fees be waived as I am a journalist and intend to used the requested records to publish articles in the public interest and not for any commercial purpose.

If you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation of the employee hours required to fulfill the request.

If you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
