Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:
-An itemized list of all purchases of equipment by New Castle County Police Department through the 1122 program (10 U.S. Code § 281) from 1994 to 2024. This can be provided by collated receipts for purchases.
-All 1122C: Usage Reports and purchase orders submitted by New Castle County Police Department to the 1122 Program state point of contact (SPOC). According to the 1122 Program Guide, 1122C: Usage Reports and purchase orders are required to be sent to the SPOC within 30 days of purchase.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

While the Delaware Freedom of Information Act ("FOIA"), 29 Del. C. §§ 10001-10003, requires disclosure of a broad range of documents, FOIA is not without limitations. Delaware's FOIA statute § 10003. Examination and copying of public records (g) (2) The FOIA coordinator and/or his or her designee, working in cooperation with other employees and representatives, shall make every reasonable effort to assist the requesting party in identifying the records being sought, and to assist the public body in locating and providing the requested records. The FOIA coordinator and/or his or her designee will also work to foster cooperation between the public body and the requesting party.
This is not a reasonable request because we do not have the capability to identify any purchases related to your request.
