Naturalization Records for Great Grandparents Please

Pursuant to the Delaware Freedom of Information Act, I hereby request the following records:

I am wanting to see if there are records of the following people to see if they were naturalized at the county level. All lived in New Castle County Delaware. If there are no records if you could please send and official letter of "no record found" I would greatly appreciate it and any help you can provide. Below are the names needs please:
Giuseppe Dibiase- born April 8, 1874
Teresa Rosa Caterina Logullo- born September 15, 1877
Francesco Antonio DeGesse- born November 26, 1879
Caroline Caruso- born in 1880
