Pursuant to the New Hampshire Right to Know Law, I hereby request the following records:
Records containing the following data on Domestic Violence Restraining/Protection Orders, preferably in a machine readable format (e.g. .xslx, .xls, .csv, etc.) from January 1, 2019 to December 31, 2023, broken down by year and county, ideally at an individual case level:
1. The total number of Domestic Violence Restraining Order (DVRO) petitions filed
2. The total number of DVROs granted, broken down by ex-parte and final orders
3. The total number of DVROs denied, broken down by ex-parte and final orders
4. The total number of DVROs that prohibit respondents from possessing firearms, broken down by ex-parte and final orders
5. The total number of DVROs that require relinquishment of firearms, broken down by ex-parte and final orders
6. The total number of DVROs where firearms were successfully relinquished to a law enforcement agency
7. The total number of DVROs where firearms were successfully relinquished to a licensed firearm dealer, a licensed commercial armory, or eligible third parties, broken down by each receiving entity (if applicable)
8. The total number of DVROs where no firearms were relinquished due to the respondent stating they don’t have any
9. The total number of DVROs where firearms were ordered to be relinquished but were not relinquished
10. The total number of firearms relinquished to law enforcement
11. The total number of firearms relinquished to FFLs
12. The total number of firearms relinquished to third parties
13. The total number of firearms returned after the expiration of the order
14. The total number of firearms that were not returned after the expiration of the order because the respondent was prohibited from firearm possession
I greatly appreciate any help you can provide.
At a minimum, I am looking for the number of orders granted and how many required relinquishment of firearms, irrespective of whether you have or are able to share any of the other requested information.
If there is any information listed above that you do collect and can share, we will take whatever you are able to provide.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good Afternoon Mackey O'Keefe,
I'm writing to acknowledge your request pursuant to RSA 91-A, dated February 12, 2024 and received on February 12, 2024, requesting access to public records, specifically "DVRO's and the return of firearms relative to those from January 1, 2019 through December 31, 2023". In light of the scope of your request and the workloads and availability of personnel participating in the processing of your request, I estimate that six (6), months will be reasonably necessary to locate any responsive records as your request may require the State Police to review individual case file records to determine if any records responsive exist, following which I will provide an additional estimate of the time reasonably necessary to determine the extent of available records in accordance with RSA 91-A and applicable case law. Please understand, any and all data located by the State Police responsive to this request would solely only encompass the State Police and not any other law enforcement agency in this state. As I read the list, many of the items on the list are not tracked or retained by the State Police but may be tracked by the Administrative Office of the Courts for New Hampshire.

This is a follow up to a previous request:

Thank you so much for your response.
To clarify, while you are able to share the total number of firearms relinquished to law enforcement from 01/01/2019-12/31/2023, you do not have information about:
- what led to these relinquishments,-I believe what you mean by relinquishments, are those firearms taken or received pursuant to a court order. These are firearms the State Police is in possession of. We came into possession of them for a variety of reasons, mainly because they are evidence or being held for safe keeping which would include those relinquished pursuant to a court order.
- what proportion of all total relinquishments these 1,830 represent, The portion that the state police are in possession of. I have no idea how many firearms all police departments in the state are in possession of pursuant to a court order. That is not something the State Police tracks.
- where these relinquishments came from within the state-All over
- or the date of each specific relinquishment? I do not have this information for each specific relinquishment, correct.
If you do have information concerning any of these, please send that as well. If you have an excel sheet any or all of this information, that would be be incredibly helpful.
