Good afternoon,
Your 91-A request dated July 6 below was forwarded to me for handling. I am unclear what is meant by "internal notes" and unless that is clarified, that part of the request is denied on the basis that it is not understood. As for the rest of the request, as I understand it, you are requesting:
All memos, bulletins, alerts, and emails dated or received between 5/27/2020 and 6/12/2020 containing any of the following terms:
- #ICantBreathe
- Icantbreathe
- I Can't Breathe
- George Floyd
- #GeorgeFloyd
- Derek Chauvin
- #DerekChauvin
- #JusticeforFloyd
- Justice for Floyd
- #JusticeforGeorge
- #BlackLivesMatter
- #BLM
- Black Lives Matter
If I have misunderstood your request in any way, please clarify it for me. In light of the scope of your request, the workloads, and availability of personnel participating in the processing of your request, and any potential impact of COVID-19, I estimate that I will need until October 30 to determine the extent of available records in accordance with RSA 91-A and applicable case law.

Good afternoon,
Thank you for your email. I have received some of the records which are voluminous. The records need to be reviewed for a determination of what is subject to disclosure pursuant to RSA 91-A. Given the number of records to be reviewed, that the review process involves multiple people, and the workloads of the personnel involved, I estimate that we will need until March 2, 2021 to determine what records are available for public disclosure. Of course, if we are able to provide records prior to that time, including doing so on a rolling basis, we will certainly do so.
Regards,
Karen

Good afternoon,
The search on this has been completed and a review of the records has begun. I estimate it will take until June 1 until a determination may be made as to what records may be disclosed in accordance with RSA 91-A and other applicable law. The records need to be reviewed for a determination of whether redactions need to be made and whether some records may be exempt from disclosure. Of course, records will be provided prior to that date on a rolling basis to the extent possible.
Best,
Karen

Good afternoon Mr. Ader,
Thank you for following up, and I appreciate your patience on this. I'm noting our internal reference on this, which is Web 999 (2020), for my own purposes. Due to my workload, I have not had a chance to review the records that have been gathered to determine what is subject to disclosure pursuant to RSA 91-A.
Given the number of records to be reviewed, that the review process involves multiple people, and the workloads of the personnel involved, I estimate that we will need until December 15, 2021 to determine what records are available for public disclosure. Good morning Mr. Ader,
Thank you for reaching out. We have a high volume of other RSA 91-A requests and finite resources to address them, which has recently been exacerbated due to staffing shortages. I estimate we will need until July 15 to review the records to determine the extent of their availability under RSA 91-A and other applicable law. If we can provide records or an update sooner, I will certainly do so.
Regards,
Karen

Good morning Mr. Ader,
I'm writing to make sure you received my update email from February, as I received an email on April 6 that was superseded by the one I sent in Feburary. I had emailed on February 3 to let you know that we have a high volume of other RSA 91-A requests and finite resources to address them, which had been exacerbated due to staffing shortages at that time, and those staffing shortages still remain. I wanted to make sure you were aware that we will need until July 15 to review the records to determine the extent of their availability under RSA 91-A and other applicable law. If we can provide records or an update sooner, I will certainly do so.
If you have since decided you no longer want these records, please let me know.
Best,
Karen

Good morning Mr. Ader,
I noticed this was marked as complete after I sent the bulletins. I have other records to go through, including at least hundreds of emails. If you would like for those to be searched, please let me know. That will take a significant amount of time to review (and redact to the extent necessary). If I don't hear from you in two weeks, I will assume I sent you what you were looking for, and we'll close this.
Best,
Karen
