Pursuant to the New Hampshire "Access to Government Records and Meetings" Statute (RSA Ch. 91-A), I hereby request the following records:

A list of all personalized license plate number applications that were rejected for the year 2013.

If available I am also looking for:

-The reason for the rejection of the personalized plate.
-The vehicle make and model.
-The City and County where the applicants vehicle would be registered.

I am NOT looking for any personal identifiable information such as first and last name, street number, street name.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I have completed my review and have identified 81 pages of material responsive to your request, as stated in the thread below. The copying fee for this material is $1 per page, for a total of $81.00. The Department respectfully declines your request to waive the copying fee. Upon my receipt of your check made payable to "Treasurer, State of New Hampshire" in the amount of $81.00, I will forward these documents to you via email. Rather than the list you requested, I am providing copies of the rejection letters to you, redacted for information whose disclosure would constitute an invasion of privacy, pursuant to RSA 91-A:5, IV. RSA 91-A:4, VII does not require a public agency to compile, cross-reference or assemble information into a form in which it is not already kept or reported, and such was the case for the list you requested. The make and model of the vehicles for which the registrations were requested are confidential pursuant to RSA 260:14 The Driver Privacy Act.

The Right-to-Know law requires only that agencies make available all responsive, non-exempt records for inspection and copying. There are actually 72 such records, not 81, that are available for inspection and copying, and they represent all of the non-exempt records that are responsive to your request. Therefore, your payment need only be $72.00, and I can forward the records to your attention.
