Pursuant to the New Jersey Open Public Records Act, I hereby request the following records:

Any and all directives, orders, plans, and communications issued to officials and managerial staff within facilities under the jurisdiction of this agency, as well as those provided to individuals under the supervision of this agency, regarding preparatory or responsive measures and requirements related to COVID-19, also known as coronavirus.

Please include as responsive any relevant plans and directives issued regarding inmate health, behavior, and participation in preparatory and defensive activities, including those conducted by the correctional industry program.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Responsive records are attached as well as a link to a video that has been distributed. The Internal Management Policy on this topic (ADM.016.PAN.01) is exempt from disclosure pursuant to NJSA 47:1A-1.1 "emergency or security information or procedures for any buildings or facility which, if disclosed, would jeopardize security of the building or facility or person therein", NJSA 47:1A-1.1 "security measures and surveillance techniques which, if disclosed, would create a risk to the safety of persons [or] property" & NJAC: 10A:22-2.3(a)(9) All internal management procedures or any portion thereof including any portions of those procedures and/or any indexes or lists identifying the procedures related to the following; safety and security measures, inmate movement, staffing, investigative techniques, contraband detection, intelligence gathering techniques, structural or physical plant designs, surveillance techniques, and search techniques and NJSA 47:1A-9 as they have been deemed confidential by the Office of the Commissioner.
