Pursuant to the Louisiana Public Records Law, I hereby request the following records:

Any communications within the New Orleans Police Department (including, but not limited to, emails, text messages, social media messages, letters, memoranda, or any other form of correspondence or communication) sent to or from Mr. Kirk Bouyelas (kbouyela@tulane.edu), Dr. Robin Foreman (rforman@tulane.edu), President Michael A. Fitts (mike@tulane.edu), Kenneth Miestchovich (kmiestchovich@tulane.edu), Ms. Melody Young (property@tulane.edu), Mr. James Morton (records@tulane.edu), and Anthony Dominguez (adoming1@tulane.edu) between April 23, 2024 and May 4, 2024.

Please also note that this request seeks public records wherever they may be found, including on devices or networks owned or operated by private parties. For example, if an employee uses a personal cell phone or social media account to conduct public business, records created, maintained, or held on the phone or account are public records subject to this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The City must balance its commitment to open access with its legal obligation to review public records for such exceptions and exemptions prior to release.

Also, please note that there may be a delay in responding to requests for email. Requests for email must first be sent to the City's IT Department to retrieve the requested emails. The emails must then be examined to determine if there is any material that must be redacted for privacy concerns and otherwise.

As soon as the custodian notifies our office that the records have been compiled you will be invoiced by email. Once you pay the invoice, you may download the records. Alternatively, you may schedule a time to review or purchase copies of the records. Thank you for your request, and we look forward to working with you to provide public records in a fair and efficient manner.

You have made a public records request for a compilation of emails, not for specifically identified documents. Consequently, there may be a delay in responding to your request. Each request for a compilation of email must first be sent to the City's IT Department to retrieve the emails required by your requested parameters. Once the City's IT Department produces the email compilation, the compilation must be carefully examined to determine if there is any privileged or private information that must be redacted.
