policy and technical memoranda related to the New York Housing Compact or the state's loan to the New York Racing Association for the purpose of renovating Belmont Race Track prepared since July 2022
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am appealing this denial of my FOIL request. As the loan to the NY Racing Association was included in this year's state budget, memoranda or other documents related to that loan should not fall under the cited exemptions to FOIL.
