Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
-All contracts with any internet service providers regarding the "proxying", "filtering", "blocking" or other means of censoring information, web pages and data being accessed by devices on NYCDOE wifi/internet networks.
-All emails with any internet service providers regarding the "proxying", "filtering", "blocking" or other means of censoring web pages and/or data being accessed by devices on NYCDOE wifi/internet networks.
-All emails between any companies regarding a certain site being blocked.
-Any financial records including payments in relation to internet filtering services or software.
-All other emails and attachments in relation to the NYCDOE internet filtering policies or services.
I am also requesting all emails in relation to my request FOIL #F 13 390
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Please be advised that the State Education Department does not possess these records. The Freedom of Information Law does not require an agency to prepare any record not possessed or maintained by the agency (Public Officers Law Section 89[3][a]); therefore, your request is denied.
