Pursuant to the New York Freedom of Information Law, I hereby request the following records:

1. Animal Intake and Disposition (2023-24)

○ Monthly totals of Cats and Dogs received by TOHAS for each month of the calendar year 2023-24.

○ Disposition of each animal, categorized as follows:

• Returned to owner
• Adopted
• Died (natural causes)
• Euthanized
• Transferred out (including the name and contact information of the receiving organization)

2. Animal Care Policies and Procedures

○ All Standard Operating Procedures ("SOPs") in effect at any time during 2023-24 for the care and treatment of shelter animals, covering:

• Feeding and water provision
• Medical and behavioral care
• Socialization and enrichment
• Euthanasia policies and protocols
• Staff training and qualification requirements

3. Placement Partner Organizations (PPO) Policies and Procedures

○ All SOPs in effect at any time during 2023-24 regarding collaborations with PPOs, including but not limited to:

• Criteria for selecting PPOs
• Processes for facilitating animal transfers
• Follow-up or tracking procedures for animals placed with PPOs

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for your reply. I understand there is a large volume of documents related to my FOIL request. However, I would like a more detailed explanation for the delay in releasing the documents until after June 25th.

Could you please provide the following:

▪︎ Estimated number of documents: A rough estimate of the total number of documents to be reviewed.

▪︎ Resources dedicated: How many staff members are assigned to process my request.

▪︎ Alternative solutions: Could documents possibly be released in smaller batches on a more frequent basis, rather than all at once after the extended date?

I would like to request that a brief explanation be provided alongside any redacted content. Would this be possible?

I appreciate your timely response to these questions.

Good morning,

I am responding to your email sent to Ms. Jerome.

We have no records indicating that this request will be completed on June 17, 2024.

You originally sent your request through email on Aril 1st, 2024, your request was entered into the FOIL system and distributed (see attached). You re-submitted your request online in which you were notified that your request was a duplicate and we will be responding to your original request, FOIL #2024001828.

You were sent an email on April 30th, 2024, advising you that FOIL request will be answered on a rolling basis starting June 24th, 2024 (see attached).

You have received a few responses since May 30th, 2024 (see attached – letters), as of today we have not received notification that our emails have been undeliverable.
