I request all information, documents, records, and communications about and between the CIA and the NYPD (New York Police Department), on all matters: operations, public relations efforts, policies, etc. I would like copies of all emails, phone logs/transcripts, letters, notes, memoranda, and all electronic or non-electronic communications/records/information.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This letter is an appeal of my Freedom of Information Law request, request number 2016-PL-3410, and your letter of 12/19/2016:

In your letter of 12/19/2016, it is incorrectly stated that my appeal is untimely. The 12/19/2016 letter states that "FOIL appeals [must] be submitted within thirty days of the date of the denial of access - in this case April 5, 2016". That date of April 5, 2016 is emphatically incorrect, since the date of the earliest letter describing a thirty day appeal deadline, regarding request number 2016-PL-3410, is May 27, 2016, as seen above and linked below:

I submitted my appeal to the 5/27/2016 letter on 6/20/2016, as seen above, which is within the thirty day time limit as required by the 5/27/2016 letter ("Such an appeal must be made in writing, within 30 days of the date of THIS letter...."), and is therefore timely. The April 5, 2016 date appears to have been mistakenly taken from an initial acknowledgement letter, which contains no appeal deadline:
