In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Ok, I am not that happy about that date, but if the DOB will actually produce documents on that date, I will accept it.
My prior experience with the city involves agencies repeatedly declaring that documents will be furnished by a specific date 60 days in the future, only to (on that date) again delay it by 60 days. Will the DOB commit to releasing records by Wednesday, February 14, 2024? I will not hesitate to appeal on basis of constructive denial should that date be missed.

Please submit your request for plans/drawings through DOB NOW. A copy of DOB's Service Notice dated November 16, 2021, was sent to you in the previous email, along with DOB NOW Public Portal & Jobs/Filings link.
To request plans, you must first create an e-Filing Account with the Department and then file an official record request online through the Public Portal. Once our records room team finds the requested documents, they will reach out to inform you they are ready for pick up at the Borough Office. DOB has created a guide with additional information on how to request records using the Public Portal.
You may appeal the decision to deny access to material that was redacted in part or withheld in entirety by contacting the agency’s FOIL Appeals Officer: dglikin@buildings.nyc.gov, within 30 days of the date of this letter.
