Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:
A log of all FOIL requests made in fiscal year 2013.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Skelding:
This letter serves as a response to your Freedom of Information Law request. I have attached all responsive documents to your request. Please note that that portions of these records have been redacted pursuant to §87 (2)(g) of the Freedom of Information Law. Section 87 (2) (g) exempts from disclosure inter-agency or intra-agency records that are not (i) statistical or factual tabulations or data, (ii) instructions to the staff that affect the public , (iii) final agency policy or determinations, (iv) external audits, including but not limited to audits performed by the comptroller and the federal government. Examples of communications withheld are inter-agency or intra-agency communications that were expression of opinion, advice or non-final agency deliberations. Additionally, under §87(2)(b) agencies can withhold information where the release of the information would constitute an unwarranted invasion of personal privacy.
If you have any questions or concerns about this please contact me. If you wish to appeal this decision, you may do so, in writing, within thirty days to Jeffrey Metzler , FOIL Appeals Officer, at 250 Broadway, 15th Floor, New York, New York 10007.
