From: T. McElwee
To Whom It May Concern:
Pursuant to the New York Freedom of Information Law, I hereby request the following records:
All records of a fund-raising event benefitting Detective Louis Eppolito, held January 24, 1985 (date approximate). It was held at the Bay Ridge Manor in Brooklyn.
Upon information and belief, this kind of fund-raising event was colloquially termed a "10-13" or a "Racket" at the time it was held, and was subject to NYPD policy wherein the event flyer and other documentation were to be submitted in writing for the approval of the Inspectional Services Bureau and Internal Affairs Department (predecessors of the Internal Affairs Bureau).
Records may be held by the Internal Affairs Bureau (IAB) and/or the Department Advocate Office (DAO).
Please note that Detective Louis Eppolito has been deceased since 2019. A PDF of the NY Times describing Eppolito's death is attached as proof. Privacy interest in withholding the records is diminished, and this record should be disclosed in the public interest as Detective Louis Eppolito was convicted in 2006 as a racketeer in association with organized crime figures.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
Sincerely,
T. McElwee
