Pursuant to the New York Freedom of Information Law, I hereby request the following records:
Any and all written instructions, regulations, guidelines or policies produced by the NYC Law Department, either referred to internally or issued to City Agencies and/or their Records Access Officers, regarding the handling and evaluation of Freedom of Information Law requests for disciplinary records of the police, firefighter, or corrections staff of the City following the repeal of law mandating their secrecy.
For ease of reference, the laws referred to have the following identifiers:
* Legislation: Assembly Bill 10611, Senate Bill 8496
* Bill Title: "An act to amend the civil rights law and the public officers law, in relation to the disclosure of law enforcement disciplinary records; and to repeal section 50-a of the civil rights law relating thereto"
* Chaptered law: Chapter 96 of the Laws of 2020
* Repealed law: Civil Rights Law 50-A
* Amended law: Public Officers Law Section 86, 87, and 89 (also known as "Freedom of Information Law")
The existence of such a record is inferred from the attached article in TheCity.nyc. It would date no earlier than the introduction of legislation overturning 50-A and not later than the publication of the article and would date to between June 12, 2020 and August 6, 2020 (dates approximate and inclusive).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
