Pursuant to North Carolina Public Records Law (G.S. §§ 132-1 through 132-10), I hereby request the following documents:
1. All records of any disciplinary proceedings brought against any student for speech or images posted on an online social network;
2. All records of any referral to law enforcement of any student for speech or images posted on an online social network;
3. Any records, policies, training or guidelines issued to North Carolina State University employees regarding the referrals of students to law enforcement;
4. Any records, policies, training or guidelines issued to North Carolina State University employees regarding the searching, monitoring, collection, sharing, referral for discipline or punishment of student speech or images posted on an online social network.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

This email serves as North Carolina State University's final response to
your public records request submitted on November 28, 2016. In the request
you asked for the following information:
1. All records of any disciplinary proceedings brought against any
student for speech or images posted on an online social network;
2. All records of any referral to law enforcement of any student for
speech or images posted on an online social network;
3. Any records, policies, training or guidelines issued to North
Carolina State University employees regarding the referrals of students to
law enforcement;
4. Any records, policies, training or guidelines issued to North
Carolina State University employees regarding the searching, monitoring,
collections, sharing, referral for discipline or punishment of student
speech or images posted on an online social network.
The response to these items are listed below. Please feel free to contact
me if you have any additional requests.
Response 1: Any records in the custody of NC State University pertaining to
this question is confidential and protected by the Family Educational
Rights and Privacy Act.
Response 2: NC State University Police Department has no records responsive
to this request.
Response 3: We construe this request as vague. As to the reporting of
crimes, NC State directs all reports to NC State University Police
Department. Information regarding reporting may be found here

on pp. 15-17.
Response 4: The information that you requested as it relates to NC State
University Police Department employees is exempt from public records
disclosure under N.C.G.S. § 132-1.7(a2); therefore, we do not have any
public records responsive to this request as it relates to these employees.
As to other employees, NC State has no records responsive to your request.
